Recommendations for the High School of the 21st Century." It was just released by the National Association of Secondary School Principals and the Carnegie Foundation (1996) and so is not yet in ERIC. You can call the NASSP in Reston, Virginia, (703) 860-0200 to order a copy. It is about $20.00. One of the recommendations of the report is that high schools have no more than 600 students, for optimum learning, etc. At present, the average HS size is 750, with many schools housing 4-6,000! kids. The report also recommends that teachers meet with no more than 90 students per term. At present, many teachers have as many as 150 students. Good luck to you, and your student, in tracking this down. By the way, it may have been based in part on work by Cawelti, who has published stuff (in ERIC) on HS restructuring.
