SEC: ELECTORAL COLLEGE

Of the 50 states two, Maine and Nebraska, do not have the all or none policy of
the electoral college.  If the college is set in the Constitution how can two
states have any exceptions without an amendment?  Why these two states?  Is
this something that any state legislature can change?
