ELEM: Number of books per student in CT.

Dear LM-NET Members:
I need to know the number of books (and magazines) per student that the State
of Connecticut recommends for an elementary school with a population of 340
students.  I know there is a report somewhere that mentions this info, but I
don't have a copy (or name).  I am hoping that one of you out there may have
the answer and the name of this document  so that I can let my principal know
