Telecommunications Problems in Distance Learning/Education

I am a graduate student in the SLIS program at the University of North
Texas.  I am trying to find any information available concerning the above
subject.  My theory is that there are probably many problems being overcome,
on even a daily basis, with regard to everything from using different types
of computers at opposite ends, to unfamiliarity with the correct commands
needed in order to be fully interactive.  I believe that DL/DE is new enough
that maybe not too many people have documented their problems in papers; so,
I suspect that searches through available resources may not net me enough
information, particularly with my time constraints.  The project I am doing,
if I can find enough background material, is intended to be published, and
possibly presented at applicable symposia.  Any and all help would be
greatly appreciated.
