Thanks for all your help.  Here are the suggestion I received:

Drop everything when the administrators want your input.  Write
down your thoughts and turn them in immediately.

Meet early on with architects and engineers.  Tell the
electrical engineer to put lighting parallel with stacks.
Lights should be in the center of each aisle.  They will need
measurements of the stacks and put this in the plans.

Visit the construction site often and ask questions.

Include 3x as many electrical outlets as you think you will
need.

Include a conference room, workroom, separate office for media
specialists, bathrooms, running water, locked storage.

Do not do a 2 floor media center!

Have 2 exits in circ desk--one at each end.  Use various levels
at circ desk to meet all needs.

Order furniture from a manufacturer specifically for
libraries.  Order adjustable furniture.  Do not let the
architect do this.

Include lots of shelving, not too high.

Wire for 21st century--put in fiber optic cable when walls go
up.

Leave space for displays at student height.  Be careful of
placement of windows--not in story or classroom areas.

Include security.
