early reading books

Friends:
Aprincipal in my County wants to locate godd early reading books for
beginners and then be able kto purchase them in quantities to use in
several classrooms as well as have in the library.  This is a very poor
district kso usual sources--PTO, district funding, etc._  are probably
out.  Two part question her, if you can help
        Names and recommendations for good early reading books, grades
one, two and even three.
        Suggestions for grants or other ways to get these kbooks.
