call waiting problem

I have a teacher with a problem involving call waiting and Netscape.
Whenever he is using Netscape, and someone phones in, his Netscape is
automatically terminated.
We know that *70 will disable call waiting when one is going to use the
phone, but how does one get it to work so that he can stay on Netscape and
people calling get a busy signal?
