CD-ROM FAIR USE /INSTALLING

I need reassurance. I know I should know this, but I'm new at this media
business and not afraid to show my ignorance.
 We've got several new pieces of software purchased by our parents' group.
Each piece should only be installed on ONE machine, right?  It's not one
machine "at a time" use that's permitted, it's one machine period, unless we
buy a site license, right?
So, how should I handle the circulation aspect?  Since the CD (ex) will stay
with the grade level computer that is shared /circulated per se, does it
make sense to barcode and check out the software?
