LIBRARY DEVELOPMENT SPECIALIST I
LOCATION: Albany, NY                 SALARY RANGE:  $45,976 - $56,455

     The New York State Education Department invites applications for the
 position of Library Development Specialist I.  The New York State
Library's Division of Library Development  carries out the nations's most
comprehensive program of library development and resource sharing. As
a Division  liaison to outside groups, organizations, institutions and State
and Federal governmental agencies, the  Library Development Specialist I
serves as a resource on and advocate for the development of libraries
and library  services in the State; works with all types of library systems,
libraries and library organizations, library trustees, the  general public and
local government officials; participates as a team member in the
implementation of major initiatives of the  Division, the State Library, the
Office of Cultural Education, the State Education Department and the
Regents;  works on  the interpretation of state and Federal guidelines,
requirements and aid programs;  and makes recommendations for review
 and revision of legislation and regulations concerning library programs
and services.

MINIMUM QUALIFICATIONS: A  master's degree in library science or
information  science from an American Library Association (ALA)
accredited college or university, or a New York State  permanent public
librarian certificate, and at least three years of post-M.L.S., or post-NYS
permanent public librarian  certificate library experience as follows:

Either 1.   In a library field advisory/consultant position or as a director, in+
a state library or in a library system serving a population of at least
150,000;

Or       2. As director of a school library system or as supervising librarian
 of a school district serving a student population of at least 25,000;

Or       3. As director of a public library serving a population of at least
 7,500;

Or       4. As assistant director of a public library serving a population of
at  least 25,000;

Or       5. As head librarian of a school library media center in a school
 serving a student population of at least 2,000, including supervision over
the equivalent of at least one full-time professional;

Or       6. As a specialist in age-level or special group services,
automation,  telecommunications or network development, or collection
development and resource sharing, in a public library with at least
35,000 volumes, an academic library or research library with at least
250,000 volumes, or a special library with at least 20,000 volumes;

Or       7. In a position with overall responsibility for the operation of a
 major program area,  including supervision over the equivalent of at least
two full-time professionals, in a public library with at least 35,000
volumes, an academic or research library with at least 250,000 volumes
or a special library with at least 20,000 volumes.

PREFERRED QUALIFICATIONS:
* Demonstrated knowledge of library planning and evaluation techniques.
* Knowledge of and hands on experience in library technology and new
or developing technologies.
* Ability to work as a team member in the planning and implementation of
library programs.
* Well developed oral and written communication skills.
* Demonstrated ability to think critically and analyze effectively in a
complex and fluid environment.
* Evidence of professional development and involvement.

This will be a provisional appointment pending an open-competitive Civil
Service  examination.
