Accelerated Reader

We hope to start an Accelerated Reader program in our school --4-5th grades
inners city.  The collection is hopeless out of date.  As far as I can
figure there has not been a librarian there for 2+ years...just subistutes
with no library background.  Any suggestions regarding rewards, incentives
as well as ways to acquire books...I haven't been able to find out what sort
of a budget there will be.
