We also use Netscape. Teachers have their own accounts, but not
students.  We are networked and use At Ease.  Each staff member (who has
signed papers :) ) has a netscape folder in their document folder.  They
drag the netscape prefs file on top of the Netscape Icon.  This forces
Netscape to open using their prefs (they can save their email info and
bookmarks to their own prefs file). This allows them to open their info
on any computer on the network, with very little work.  So far, it is
working well.  At this point, we have chosen not to give kids email
accounts.  Those teachers involved in keypal projects collect the
messages from the kids and send to the keypal school as one message from
the teachers account.
