book title

Happy Holidays

I've been searching my mind and coming up blank for a book title.  Maybe
you can help?  It's a story of a small girl living with her mother.  The
mother is a seamstress making a ball gown for a duchess (I think).  The
mother finishes the dress but becomes ill (nothing serious, probably a
virus :-) ) before she can deliver it.  The girl whose name is part of
the title, I believe, takes the dress and trudges through wind and snow
to the castle(?) to deliver it.  The duchess is so impressed that she
invites the little girl to the ball, feeds her, and sends her home in a
grand coach with food and a doctor for the mother.  She's a hero.
Delivers the dress and finds help for her mom, too.

Any ideas would be appreciated.
