gen: purchasing guidelines

I am currently working with a group of librarians to develop guidelines
for the purchasing of equipment and materials. The concern is that money
is being wasted on the purchase of duplicate equipment and materials,
and that the quality of some of the purchases is poor. I would
appreciate help from anyone who might have information on this process
or who might have developed similar guidelines. Please e-mail me at
