For filtering the internet, our STATE uses WEBTRACK, but the individual
schools have no choice in the matter.  Webtrack is fairly strict but if a
school librarian wants a website either blocked or unblocked, the office
of tech. does appear to take these  recommendations under consideration.
It would be interesting to see what other states/schools do to handle this
"problem."
