Expert System Shell

I am looking into designing an expert system in my high school library
to assist students in locating the proper resources for their research
papers.  I came across several articles with a reference to using an
expert system shell.

Has anyone used an expert system shell in their library to do anything
similar?  What shell would you recommend using?
