TARGET->SEC: Maps on CD-ROM

We are looking for a program on CD-ROM or on a floppy disk with
maps of counties and provinces, such as in France and/or Spain.
One of the things we need with this is the capability to print
out the maps.  Does anyone know of such an animal?  We would be
oh-so-grateful for your help.  I'm willing to post a hit of the
results if anyone's interested.  Thanks.
