PC and AS400 interface

My school was recently networked with 586 pentium PCs. We use the Chancery
WinSChool administrative package.   It does all we need it to and more.
However, we have met considerable resistance from the data processing
department of our central office. (We are a county school  system) They
say we can not download our data into their AS400 (with SIMS software)
without the creation of a very expensive software package that would have
to be regularly updated; this too at considerable expense.

Because of this problem, we will have to re-key all of our data into the
AS400 mainframe so that the central office can create the reports they
have to make.

Is there anyone out there who has run into this problem and knows of a
feasible solution?
