TARGET, SEC: failure rates

Good evening,
 As we all face a new semester, the continuing problem of high failure
rates seems insoluble.  We have tried various incentive programs, peer
tutoring, etc. but with no success.
 Many of our students  come from families who do not value education.
These students seemed doomed to repeat the mistakes of the previous
generation.
  If you are in a building where this has been a problem and you have some
successful strategies, please share them.  One idea that we are exploring
is sessions for parents to help them be able to assist with homework.  Has
anyone had any experience with this?
  The willingness of this group to take the time to share is a delight!
