Interlibrary loan charge policy

LM_NET Members:  Our library will soon be paying charges ($) for returning
all interlibrary loan materials to host library.  This money will come out
of a library budget pulled many different ways.  Does anyone charge their
student users for an interlibrary loan request.  If you do, what is your
policy and what do you charge per request.  How did you arrive at these
figures?  Any help would be appreciated.
