TO all subscribers: Message forwarded by Pat Wallace, Chair of the Hawaii Working Group /ALA-SRRT-AIP Date: Thu, 30 Jan 1997 From: Anonymous Librarian in Hawaii To: Hawaii Working Group Subject: Legislation in Hawaii SB 1370 Prohibits the board of education or the state librarian from entering into agreements allowing outside firms to select books and other resources for the state librarian system requiring the expenditure of public funds. Chapter 312, Hawaii Revised Statues, is amended by adding a new section to be appropriately designated and to read as follows: "Sc312- Outsourcing of library books prohibited. (a) Nothwithstanding any law to the contrary, neither the board of education nor the state librarian may enter into any agreement with any person that gives that person the authority to select books or other resources for the state library system, where the acquisitions of those books or other resources requires the expenditure of public moneys. (b) All decisions regarding which books and other resources to acquire on behalf of the state library system requiring the expenditure of public moneys shall be performed only by the state librarian or designated employees of the state library system. The state librarian or designees shall approve all book and other resource selections acquired on behalf of the state library system. Don't know when bill was introduced. Will pass that along later.
