GEN: students and e-mail

I'm doing some research for my district on student e-mail accounts.  If
your district gives virtually all students e-mail accounts, please tell
me how you are dealing with these issues:

How do you keep student mail from piling up? Do you delete it after a
certain amount of time? To you force the student to download all mail to
a local machine? Do you enforce mailbox disk space limits? Other ideas?

Do you let students/teachers subscribe to listservs? How do you deal with
the traffic on the POP server? Do you cache lists on a central server for
reading?  Other solutions?
