TARGET:Elem. grades for library

I am posting a question on behalf of a friend in an elementary school.
She would like to know the following: Do you give grades on the report
card for the library in your elementary school?  If so, is it a letter
grade.  Or do you use a checklist of skill?  What is on the checklist?
If this has been covered before, my apologies for repeating it, but I
have been on and off LM_NET several times in the last year or two so may
have missed earlier discussions, and she needs some feedback quickly.
