TECH: Laser comp. to modem

Could some technically-minded person please come to our rescue?  Now that
we are all "connected" one teacher is trying to help another teacher with a
set-up to use at her home.  They are trying to connect a Laser 128 computer
with an Apple IIc modem, using Kermit.  The computer will recognize various
Apple software, but not the modem.  We think there is a missing link
somewhere.  Any help or suggestions would be greatly appreciated!
