GEN: policy issue

A question came up in a course I am taking about  high school students
downloading pornographic material  from the Internet and using school
computers to do so. The material was being saved to disk.  How have
various school districts handled this sort of thing.
Do acceptable use policies cover this? Should there be civil or criminal
penalties? Is this a free speech issue?
