Elem. Lack of respect

To All: Today I had a discussion with a third grade teacher about a problem
that I'm sure is not unique to our school -  A growing lack of respect shown
by students toward staff and toward other children. We would like to address
this problem in September by creating an atmosphere where students will know
that disrespect will not be tolerated. Is anyone familiar with a program
that was designed to foster respect among elementary students, or is there
anything in the literature about an approach that we can use? Thanks, in
