For years one way we could retrieve books and fines  from students who
had obligations was to not allow them to come into the library instead
of going to study hall.  (This is an alternative here.)  We also
declined  to sign in students who were discipline problems for a period
of time.
It was a good way to get materials and "calm" some uneasy souls.  We
did, however, allow these students to use the library with classes or
before or after school so they did not completely lose the services.

We were told this year that this policy is illegal and only
administrators could keep students from the library.  We feel that the
use of the library instead of assigned study hall is a "privilege" that
can be lost temporarily.  Our principal seems to feel it is a "right"for
any and all be the student responsible or not.

We'd be interested in hearing from any other high school librarians
about policies in their schools.
