ELEM: lost books $ and almanacs

Greetings!  Two issues: 1. I found out today that my district's elem
schools (8 of them)  charge arbitraryish fees in the 2-5.00 range for
lost books.  Three of the schools are Title 1 Federal funded and very
needy, the whole district is fairly needy and our library budgets (I'm
told) are somewhere in 1,000. range per school!  The fee appears to be
meaningless to me - I can't imagine it teaching a lesson, I never heard
of a public library charging this kind of fee - on the other hand I'm
afraid for some of these children and for the responsibility they hold
on their own by taking out books - many without family 'support'.  These
are the very children who NEED to take the books home! What would you
do?
2. I tried contacting Wonderstorms about getting one year old almanacs
at a discount and found out that they don't overprint - they run out,
and there are none.  Do any of you have old recent (one or two years)
paperbacks (15) that you're going to part with? If you do I know a good
place for them!!
