When I talked to our central office I was told that the monies collected from the various school libraries goes into the general fund, along with other monies collected at each school, which then is used to help fund the unit budgets for each of the schools. If the schools were to keep the money they collected, the unit budget would then have to be reduced. (and the library budget would be reduced, I suppose.) I think it does make some sense.
