Overdue policies-billing

Help, please.  I wrote last week to ask for information, but received none.
 My school board wants to know whether other elementary schools bill
parents and guardians for lost books, and whether this practice reduces the
number of books lost.  In addition, I'd like to know whether those of you
who bill ask for actual replacement cost, or a set fee for hardbacks and
one for paperbacks.
