Gen: promoting students who have been held back

A teacher at one of our middle schools is trying to find information
about the practice of promoting a student who has been held back at the
beginning of second semester the next year. ( e.g. student is required
to repeat 7th grade. At semester of the second year of 7th  the student
would be promoted to 8th grade.). Any information you can share will be
greatly appreciated.
