I should add that the notice I just shared is to be
posted where orders for copies of photo-records are accepted (such
as in many libraries).

A sign must also be posted by each copy machine that is unattended.
I haven't found *official* wording for that but have found a
sign sold by Demco that says "suggested by ALA." It reads:

Notice: The copyright law of the United States (Title 17 U.S. Colde)
governs the making of reproductions of copyrighted materials.

The person using this equipment is liable for any infringement.
