Cable negotiations

I have been appointed to a committee dealing with cable negotiations for
our town.  I was wondering if any librarians out there had experience in
town/cable negotiations who could give me some hints, point me to sample
contract web sites, or suggest best ways to discuss school needs.  Thanks,
