splitting a k-5 library

One of the libraries I'm inheriting this year used to be a
k-8 library. The middle school moved out and we went in
last spring and *split* the collection. We sent about
1/3 to the middle school and kept about 2/3 at the
elementary. I have funds to rebuild the middle school
collection and (fewer) funds to help the left-over
elementary library.

The "new" elementary library is to serve about 500
students k-5. And now the principal tells me he
would like to split THAT library into two to create
a k-2 library and a 3-5 library (and run both of
them, in two seperate buildings, with a single
assistant). His opinion is that it will better
support those children to meet benchmarks.

<insert giant sigh here>

This principal seems to think that we will simply
pull all books at a k2 "reading level" to create
the k2 library. <neon lights go on here>

I'm prepared to go in Monday and try to talk
this man out of this <his words> "brilliant"
idea. But before I go, I'd love to hear YOUR
thoughts... I'll surely have left something
out of my argument that some of you will come
up with.

If I had funding to develop two quality collections,
I could come up with ways to deal with the *two
collections* issues but I will not have that kind
of money. My regular budget for this library --
sum total -- is about $1500 a year.
