(at <http://www.ssa.gov/foia/stateweb.html>). So, I'd imagine you could use a fake number beginning with "000" safely. I also believe that no numbers have so far been issued beginning with an "8" or a "9" -- but I don't think the SSA has made any commitment to keeping those unused in the future.
