I guess my question would be:

Do these students have a difficult time returning books?

Otherwise, it seems that they are simply being labeled as
"special ed" kids -- for the world to see. "Oh, you can only
get one book? You must be a special ed kid."

A few more questions to consider:

Do these children also not benefit from being read to?
Are picture books routinely written at lower levels??
And do these children  have no hope of being inspired?

My son was an "almost" special ed kind of reader. He
began school with an undetected 50% hearing loss and
did not start reading until the end of his first grade
year. Early this year, his 2nd grade year, he talked
me into buying him a chapter book. He stumbled at first.
He could not have passed the 5 finger test. But he
was determined. Today he can read it, after many nights
of sitting and reading and reading... He left for school
last week all excited because he couldn't wait to show
his teacher. And when I saw her today she commented about how
exciting his quick growth has been this  year.
