librarian-free school problem

Hello all!  As a new member of the list, I'd like some feedback or other
thoughts you may have that I could ponder prior to  a meeting on 2/19.
A little background:  The school district in question is a large
suburban district with 11 elementary schools and *no* librarians at that
level  (middle and high schools are staffed).  I received the following
message from a teacher at my children's school.  To my way of thinking,
item 7 needs to come first and the other problems can fall in line with
the librarian leading the charge.  I would appreciate any
comments/ideas/readings/general thoughgts, especially if any of you have
had to attack the "no librarian" problem from scratch.  Please respond
directly to me.  I'd like to go to the meeting "armed."  TIA

Keep the library open in the evenings

books, including preschool books.  (6)

librarian teach library skills.  (10)
