Sounds like you need a better IUP,  to me.  If you say a kid visited an
inacceptable site, then that's the way it stays. Legal action or not.

How many times has a kid clicked on a site that sounded good, only to be met
with something inappropriate?  Some porno sites make their URL very similar
to acceptable sites, like www.whitehouse.com, or org.  This type of software
doesn't show how much time was spent at each site, so a librarian would have
no idea if the hit was a mistake, or if the student spent the afternoon
there.   And who's responsibility is it to check these files?

And don't forget the privacy laws that restrict librarians from keeping
check out cards, so that students' borrowing records can't be traced.  How
is this different?
