LM_NET: Library Media Networking

When we started the Media Center at our vocational school 20 years ago,
there were a set of minimum standards for Ohio School Libraries. They
included items such as staffing per #of students, # of books per #of
students, minimum amt of money spent on books, a-v's etc.  Are these
still in existence today? If so, where would I be able to get a copy?
Are Library/Media Centers even required in schools today or will
technology centers suffice, according to the "powers that be"?
