TECH:Turn off encoding in netscape

Suddenly our netscape puts all text that we type in (searching, sending
messages, etc) in encoding.  I cann't find how to turn this off and it is very
annoying.  Does anyone know how to do it.  I can find where you select what
kind of encoding you want, but not where to TURN IT OFF!
