Subject: GEN: Copyright and materials for learning disabled students

A question has arisen about the legality of recording short stories and
books on tape for learning disabled students.

Some have said that to record items without receiving permission from
the publisher is illegal. What if there is a commercial recording
available? What if no commercial recording is available?

Others have said that recording materials for students who have been
identified as learning disabled has been covered by a Federal law which
has guidelines for programs for the learning disabled.

I am not talking about blind or physically handicapped.  I am asking
about this as it pertains to those who are identified as learning
disabled.

I hope that someone on this list has a clarification of this for me.
