target: another elementary book title

Hi LM_Netters-
   Since you gave me the teacup and arrowhead title right away, I am going to
try again. This one may be a little more obscure, but is also a beautiful
somewhat oversized picturebook.I would guess thsi is a publication from
1980-88.
   It is a realistic style fantasy book about a boy who was born without wings
(into a winged community). His parents loved and encouraged him, and carried
him on their backs, but as he grew it became harder for him to get around
because of the lack of ACCESS to school, for example, located on a high
inaccessible cliff. He is determined, and with the help of a few others like
himself, he starts to build bridges. Strike a memory chord? I loved that book
and would like to get it for my current students. Thanks Diane
