ELEM: Tech software for a new lab

Greetings!  Am anticipating software needs for our need library and
computer lab.  Going from NOTHING to a lab is some leap!   One
question I have is about getting periodicals online for searching for
k-5 (like zoobooks, Your Big Back Yard, etc.)  Are there people that
sell a license to do this? Would you get it for a whole lab, or on a
CD for stand alones?  What library skills software is there for k-5?
Please help feed me some ideas to discuss with my principal.  Many
