College in Europe - Advice?

One of our junior students (male) would love to attend college in Europe.
The guidance counselor simply told him that it was impossible.  (I think
this response was because it was too inconvenient for her to pursue, but I
may be wrong.)  I have not been able to find any help on the web, and
Peterson's, etc. of course targets the U.S.  Can anyone give some direction
as to how to meet this information need?  Thanks.
