GEN E-rate blues

I have been trying to post my 470 for the e rate for two days now; the
server is always busy and the phone won't pick up at the help line to find
out what's up with the server and I am getting very tired and disgruntled.
Is there anybody in the same boat out there or anybody who can give me a
hint on how to get this puppy up ?
