cost of internet use in high school

Dear Netters,
 To help my sister who is a treasurer in a High School, I'm
sending this request.
Do you charge students for using the internet - like a science fee.
If so how much?  Her school has now equipped the classrooms
with modems and phones so that they can access the internet.
What Bills???  Please let me know how you handle this matter, and
I will pass it on the her.
