Perhaps, instead of approaching the guidance department, the principal
should be approached.  In my high school, report cards/transcripts are
held for student fines.  These include missing library books, text
books, etc.

If you can show the principal how much taxpayer money is being lost by
not retrieving these books, or how the remaining students are being hurt
by the loss of these books, the principal may better understand your
frustration.
