Here are the hits from the message that I posted about beginning Kansas
Standards.  I've had several requests for them.  Sorry for the long post.

        You might contact the Missouri organization (MASL) for information.
        Missouri has recently revised their standards and this year added
literacy standards.
        Contact Lisa Walters who works for the State of Missouri, Dept. of
Elem. and Sec. Educ., Division of Instruction.  Her official title is

        As you may know, Missouri has a strong school library presence
within the Dept of Elem and Sec. Education.  This has come about as a result
of years of steady and hard work.  I think their Spring Conference

This is a long post, sorry.

I believe the only regulations that currently
govern school library media center holdings, service, and staff are
contained in the Kansas State Board of Education regs. adopted November
13, 1996 --

See 91-31-19 (b) Staff. (1) In filling postitions for which a
certificate is issued by the state board, each school shall employ
persons who hold appropriate certificates.

See 91-31-20 Required programs (a) Foreign language...(b) Human
sexuality...(c) Kansas history and government...(d) Each elementary
school shall maintain an organized physical education program.

It is my understanding that these replace the previous accreditation
regulations from 1991.


The North Central Association also has a set of "Membership Criteria"
that address media centers and information technology.  For that
increasing group of schools in Kansas using NCA to gain accreditation,
the requirements are better deliniated.

Their staffing criteria are so minimal that we do not refer to them.

RA 21 i.  Counselors, media specialists, and non-teaching professional
personnel shall meet state certification and/or qualification
requirements (or the equivalent) or have a minimum of 18 semester hours
in the field.

RA 22 a.  Total Staffing Requirements for Administrators, Counselors,
and Media Specialists in an Elementary School ...Media
Specialists..enrollment 0-599 - .2 and 600 and over - .5.  Note.  The
minimum FTE positions identified for each category must be staffed by
perosns meeting NCA criteria (see RA 21g-h-i)

RA 22 b.  Total Staffing Requirements for Administrators, Counselors,
and Media Specialists in Middle and Secondary Schools ...Media
Specialists..enrollment 0-1000 - .5 and 1001 and over - 1.0  Note.  The
minimum FTE positions identified for each category must be staffed by
perosns meeting NCA criteria (see RA 21g-h-i)

Instructional Resources

Students have access to a broad range of information through an
organized media and technology program that makes maximum use of local,
state, national, and international resources.

   Media Services

RA 40  The school media collection consists of a balance of print,
nonprint, and electronic media adequate in quality and quantity to meet
the needs of the curricular program.

RA 41  Sufficient resources are budgeted and spent annually to maintain
a current collection.

RA 42  Ongoing instruction is provided for staff and students to ensure
effective and appropriate use of all materials available through the
center.

RA 43  Provision is made for equipment, basic materials, space, and
instruction for the staff and students in designing and producing
instructional/learning materials.  Provision is made for the replacement
and updating of all materials.

RA 44  Media and technology materials and equipment are available to
staff and students throughout the school day and throughout the school
year.

RA 45  The media services are provided by an adequate number of
appropriately prepared personnel.

   Information Technology

RA 50  The school has an ongoing instructional technology plan that
addresses utilization, staff development, effectiveness, and the needs
of all students and staff.

RA 51  The instructional technology plan includes a budget that is
realistic for the needs of students and prepares them for living and
learning in the 21st century.

RA  52  The school has access to current technology to continually
expand its information base.

RA 53  All technology resources are conveniently accessible to all
students, faculty, and staff and are integrated across the curriculum.

RA 54  Personnel with appropriate expertise are available to assist
students and staff in making effective use of all technology resources.

Ask for the NCA Standard and Criteria for Elementary, Middle Level,
Secondary, and Unit Schools.

Please forgive any typo's.  The original documents will probably help
you more.

Standards way above current effort make little impact and standards at
current effort don't change anything, and standards below current effort
are a continuing problem.  This is specially true since only the
accreditation regulations/criteria are binding.

Here in Topeka, I have used the Texas standards for alot of our planning
although I haven't checked their most recent publications. At the time
we were planning elementary media centers, the Texas information was
pretty practical.  I didn't cite the source of the "standards", just
said that they were standards.

Missouri has new library standards that we are VERY pleased with.  They
have done away with completely counting volumes and focused on copyright of
materials.  I would bet that some libraries are being weeded for the first
time in YEARS because of this.

North Carolina is in the throes of a reorganization of the State Department
of Education ... one of the good things about them is their technology
division.

To be honest, I am not sure if there are any school standardization efforts
being conducted here in North Carolina, but you might be able to contact
someone at the state level who may be able to give you some further
assistance.

Hi Harry, If you can stand to hear from a Missourian about
standards...here's the scoop.  Our standards are used for evaluating our
collections and planning. Measures are both quantitative and qualitative. We
have several Dewey Sensitive...i.e. 520's .....that we strive to meet a 12
year copyright window. We have a core data report that goes to the state
dept. of Ed. The librarians in our district collect the data for the report.
Since it has been in place only one year, it is difficult to evaluate its
impact.

The NY state standards are available at http://www.nysed.gov.  You will
not find stand alone standards for libraries,  By design, they are
integarted into the curriculum for other subject areas, which is how it
should work.

Check out the Oregon state ed dept site also.  They've done some
fabulous work.
