library management program

I know this has been addressed but now I am in need of a good library =
management program.  I have to buy it out of my budget and it will only =
be used by my library.  I want a program  that allows for cataloging, =
circulation, and card catalog.  I am in a primary school (1-3) so it =
needs to be easy to operate.   I hope someone  can make a suggestion.
