Target: Web posting of lessons

I'm on the Web Advisor Committee for my county and we are about to mount
our pages and have run into a problem.  I teach the county in-service
class for teachers about the Internet and as part of the class they create
lesson plans using the Internet.  Some of these are really great, others,
not so great.  We also know that teachers will want to post their own
lesson plans on their web page.  We only want to include high quality
lesson plans but need criteria or a rubric for inclusion.  We are also
having a problem deciding who should be doing the actual selection,
principals or supervisors.  Has anyone out there run into the same
problem?  How have you solved it?  Would you be willing to share your
criteria.
