Professional Development Rubrics in Technology

Our school is trying to develop a rubric/plan for what incoming teachers
and those on staff should be expected to know regarding computer use.
 Does anyone have a policy/plan for this?
Do teachers take courses?
One on one instruction from staff?
What skills do you expect an incoming teacher to have?
How do you monitor progress?
If you've had any input into what works, what doesn't, suggestions of
places to go-websites, etc-please let me know. Thanks.
